Heistbaron Togwaggle was a strong hero on its own. With quests, the hero is a lot stronger now because the hero power synergizes with the quests really well. For most of the quests, you need to spend gold or buy minions and that’s what Togwaggle does the best. In this game, I will be receiving 2 dragons every turn and when I’m on 6, there’s always a decent chance to get a Kalecgos every turn.
